Vice President For Finance & Administration
General Description:
The Vice President for Finance & Administration shall be responsible for financial, administrative, student life, and auxiliary enterprise services of the College. The Vice President for Finance & Administration shall provide leadership in the areas of finance, business services, computer center, college store, dining services, security, physical plant, residential life, intramurals, and student financial aid.
General Duties and Responsibilities:
• Coordinate the preparation of the annual and revised budgets for the institution; to present these budgets to the District President for approval; to prepare requests for state appropriations; and to provide for compliance with local, state, and federal legislation governing the fiscal accounting of the appropriations.
• Responsible for timely and accurate preparation, submission and administration of the college budget. Coordinate the college budget planning process including the distribution of materials and information regarding budget preparation for all college programs and sources of funding. Oversee, administer and coordinate all expenditures within the college budget.
• Develop, formulate, supervise and recommend policies on accounting, financial planning, preparation of financial and cost reports, the control and protection of the institution’s inventories and other assets, grants and government reporting; to administer such policies when approved; and to establish and administer procedures pertaining to these matters.
• Develop, formulate and recommend for approval policies on banking, borrowing, the receipt and disbursement of monies, custodial and investment matters, and preparation and payment of payrolls; administer such policies when approved; and establish and direct these activities for implementation.
• Develop and maintain advantageous relations with banks and other areas of the financial community.
• Develop and implement District’s Investment Policy and Strategy for the purchase or sale of securities and other investments.
• Develop, negotiate and authorize contracts and agreements.
• Supervise control of all financial records of the institution; keep a true and accurate record of all property owned by it or of its debt, its revenue and its expenses; and provide monthly financial statements with appropriate budget amendments.
• Provide for and analyze institutional audits as required by federal and state regulations and authorities.
• Ensure college compliance with all applicable statutes, regulations, and district accounting, purchasing, payroll and fiscal reporting policies and procedures.
• Review related legislation, code, policies, and procedures; apprises others of pending or needed changes to current practice; recommends the development of or revision to district policies and procedures.
• Provide direction to the Director of Physical Plant for the planning and direction of physical plant operations including building maintenance, grounds maintenance, housekeeping services, transportation and energy management.
• Provide for short-term problem-solving and long-range facilities planning; communicate with appropriate custodial and maintenance managers regarding the priorities and needs of the college.
• Guide the Director of Dining services in the preparation and implementation of an operating plan to provide quality dining services to students, faculty and staff and guide the manager in the preparation of an annual budgets.
• Direct the Director of the College Bookstores in the preparation and implementation of an operating plan to supply books and materials to students, faculty, and staff consistent with an agreed upon business plan and to guide in the preparation of an annual budget.
• Direct and manage the activities of the Navarro College Retirement Plan as Chairman of the Retirement Committee in accordance with federal and state regulations; interpret regulations as they affect the plan; provide recommendations on changes; and ensure implementation of changes as approved.
• Provide direction to the Director of Student Financial Aid to provide for a student-oriented comprehensive program of federal, state and local financial aid to all eligible students.
• Provide supervision to the Director of Residence Life to provide a comprehensive residential student housing program, intramurals and student activities, and provide for the supervision of Gibson Hall Student Center.
• Provide for a safe and secure campus and provide direction to the Chief of Campus Police.
• Provide leadership for the planning and direction of the College’s information systems and data processing activities within established budget requirements in order to attain management system objectives based on College goals and policies and to formulate and recommend approval of procedures and computer applications to solve administrative systems problems.
• Be knowledgeable of and ensure within areas of responsibility compliance with Board of Trustees policy, SACS criteria, Coordinating Board rules and regulations, and federal, state or local laws relating to higher education.
• Develop and direct programs and activities within established budget requirements, and provide budgetary control of all College resources.
• Direct and provide for the coordination of other auxiliary services consistent with an annual business plan and provide guidance in the preparation of an annual budget.
• Serve as financial advisor of the Navarro College Foundation.
• Carry to completion special projects and assignments in broad areas upon request by the District President.
• Perform any other duties as assigned by the District President.

Required Knowledge, Skills, & Qualifications:
• Effectively communicate critical budgetary issues to the District President, leadership groups, the college, and the general community.
• Communicate effectively both orally and in writing, including writing complex proposals and producing written market-oriented material.
• Demonstrated ability to effect innovative solutions to management and operational issues.
• Have strong financial, investment, and entrepreneurial skills.
• Possess knowledge of SACS criteria.
• Have knowledge of Texas Higher Education Coordinating Board guidelines.
• Understanding of the community college philosophy.
• Display leadership and management skills.
• Familiarity with bookstore operations.
• Firsthand knowledge of dining services operations.
• Demonstrate knowledge and experience in residential life.
• Display a commitment to quality education, to professional development and to institutional effectiveness.
• Decision-making ability required.
• Excellent judgment skills expected.
• Familiarity and proficiency in use of computer software and knowledge of use of computer technology.
Required Educational Background
• A minimum of five (5) years administrative experience in a community college.
• Five (5) years of increasingly responsible experience in the administration of related areas, including a minimum two (2) years in a supervisory capacity.
• Teaching experience in a community college preferred.
• Accounting experience.
• C.P.A. preferred
• Master’s degree or MBA required; doctorate preferred.
Working Conditions:
• Variances from regular working hours may be necessary to fulfill the responsibilities of the position.
• Busy working environment with numerous interruptions.
Salary: $100,000.00 – 12 month contract
