Navarro College is committed to providing clear, accurate, and student-centered information to support successful transfer planning. In alignment with Texas Senate Bill 3039 and Texas Higher Education Coordinating Board (THECB) rules, the College ensures transparency in transfer credit evaluation, communication, and student support.

Transfer Credit Transparency
Navarro College is committed to providing transparent, student-centered information about how transfer coursework is evaluated and applied toward degree requirements.
Navarro College accepts the majority of lower-division academic coursework in accordance with state guidelines. In limited cases, coursework may transfer as credit but may not apply to a specific degree program. When this occurs, students receive a clear explanation and have access to a formal review and dispute resolution process.

Information regarding transfer trends and outcomes is reviewed annually and reported to the Texas Higher Education Coordinating Board as required.
Transfer Credit Data and Public Reporting
In accordance with Texas Senate Bill 3039 and Texas Higher Education Coordinating Board (THECB) requirements, Navarro College will publish required transfer credit information, including data related to courses that are not accepted or not applied to specific degree programs, in the format and timeline prescribed by THECB.
Interim Data Availability Notice
In accordance with THECB implementation timelines for SB 3039, certain required transfer credit data elements are currently in development as institutions align reporting systems, definitions, and data validation processes. Navarro College will publish all required metrics, including course acceptance and applicability rates, upon receipt of finalized guidance and validated institutional data. Updates will be posted as information becomes available.
Certificate and Degree Requirement Transparency
Navarro College publishes certificate and degree requirements in the Navarro College Catalog, including required coursework, semester credit hours, program requirements, and applicable program pathways. Students are encouraged to review the current catalog and meet with an advisor to confirm how transfer coursework applies to their selected program of study.
Transfer Credit Denial & Student Rights
If a course is not accepted or applied toward your degree program, Navarro College ensures that students are supported through a clear and fair process.
Students will receive:

Transfer Dispute Resolution Process
Students have the right to request a review of transfer credit decisions.
