STUDENT- ATHLETICS
NAME, IMAGE, AND LIKENESS
Procedure
I. Purpose
Navarro College supports the rights of student-athletes to earn compensation for the use of their name, image, and likeness (“NIL”) in accordance with Texas House Bill 126, the National Junior College Athletic Association (NJCAA) Handbook, and applicable federal law. This policy establishes guidelines to ensure compliance while protecting the integrity of Navarro College Athletics.
II. Institutional Limitations
Navarro College shall not adopt, enforce, or apply any policy, standard, or practice that:

Prohibits or prevents a student-athlete from earning compensation for the use of their NIL when the student-athlete is not engaged in official team activities as defined by the institution.

Prohibits a student-athlete from obtaining professional representation, including licensed attorneys in the State of Texas, for contracts or other legal matters relating to NIL.
III. Student-Athlete Responsibilities

Disclosure Requirement

Prior to entering into any contract for NIL activities, the student-athlete must disclose the proposed agreement to Navarro College in the manner prescribed by the Athletics Department.

Disclosure must include all relevant terms, compensation, and parties involved.

Restricted Endorsements

A student-athlete may not enter into a NIL agreement that promotes or endorses:

Alcohol, tobacco products, e-cigarettes, or nicotine delivery devices
-
Anabolic steroids or other performance-enhancing drugs
-
Sports betting, casino gambling, or related activities
-
Firearms the student-athlete is not legally permitted to purchase

Sexually oriented businesses, as defined by Texas Local Government Code §243.002

Use of Institutional Property

A student-athlete may not use Navarro College’s facilities, uniforms, registered trademarks, copyrighted materials, logos, or other official marks in connection with NIL activities without express written permission from the institution.

IV. NJCAA Compliance Parameters
In accordance with the NJCAA Handbook (2025–26):

Compensation for NIL must involve an exchange of goods or services (quid pro quo) and cannot be gratuitous payments.

Student-athletes may engage professional service providers specifically for NIL purposes.

The following remain prohibited:

NIL compensation provided directly by representatives of Navarro College.

NIL agreements contingent upon a student-athlete’s enrollment at Navarro College.

NIL compensation based on athletic performance or achievement.

V. Enforcement
Failure to comply with this policy may result in disciplinary action under Navarro College’s Student-Athlete handbook and/or NJCAA regulations.
VI. Questions and Reporting
Questions regarding NIL opportunities or this policy should be directed to the Navarro College Executive Director for Student Services and Athletics.
